One part will be mechanical such as a filtering system. The second part is chemical such as chemicals that keep the good bacteria alive and thriving without causing them to bloom too often and in far too many numbers. The third is a biological filtration system. You need to have special fish or organisms present in the pond that will work on cleaning it thoroughly. Think of it like you would a fish tank. Many people will place certain fish or snail varieties in their tanks to keep the algae and scum clear. You need to do the same for your pond.
